My eyelashes are so short! help?

I'm 19 and I've been wearing mascara for the past 3 years i think. Not everyday but since then my lashes have decreased A LOT in thickness and length. So now I keep wearing mascara even though I know that's probably the reason for my dwindling lashes. Any recommendations on how I can grow them back. Or get them looking luscious again. Cheap suggestions please
