Sister in law is a mooch?

My sister in law comes over every Sunday and takes 2 bags of empties (bottles and cans) I have about $400 worth and it slowly dwindling away. I save these for emergencies or when I have no money. Also she has her 13 year old daughter to phone and ask if its OK which really bothers me. We get nothing in return from them. And I want them to stop. My husband has no issue with this. We are constantly helping them in some way. I hardly get to see my husband cause he is always at his brothers helping him out. So Fed Up!
