President's satisfaction rating went down, what should he need to do to avoid this dwindling popularity?

Does he need to reshuffle his cabinet? Do more micro management? Conduct more meetings with the cabinet to monitor the departments' concerned performance? Appoint practitioners or experts on the field in a specific departments that rose from the ranks rather than appointing technocrats and those coming from the elite and middle class?
